Dear Sir / Madam,

No, if the title of the properties is in the sole name of your mother, your father cannot grant you a portion of the property without your mother's explicit consent. As the legal heir, your parents property is anyway going to devolve on you after them. Your objective should be to maintain sweet and cordial relations with your mother, win over her confidence, so that she of her own free will transfers one property in your name.
