Legal Question in Civil Rights Law in India

My Father is an Ex-Central Government Employee & took VRS in 2003. My Father during his employment & during good times was pushed to take hand loans from about 15 individuals (Legally not authorized for lending) & did pay certain interest back to them. However, after 2003 he was not able to continue pay interest to them & stopped doing so. After that he left the city (along with the family) where he was & stayed in an isolated city. Now, as his Son I know that he did not do it out of wrong intension & he genuinely was not able to repay back to them. He is suffering from at least 7 different health problems & even my Mother is suffering from ill health. I want to bring them back to the city where they were & want to know the best options to save them from those money lenders. Kindly advise.

There is a limitation period of 3 yrs in case they haven't filed any suit within 3 yrs there might be no problem legally.
