Legal Question in Civil Rights Law in India

Flat having 5 floors with 32 houses.The age of the building 10 years+as on 2011. I purchased a flat @ 2009. They distembered the whole building on Jan.2012. Associatin asked me to spare Rs.25000 per head. I paid Rs.5000/- as a 2 years depreciation. Disconnected the bore as well corporation water supply. Unable to live in the flat. Sent Notice to them. Lr. given to respective Police Station. No fruitful result. Guidance is sought. Even it is accepted, if the problem is solved through the police high-end.
