Legal Question in Civil Rights Law in Pakistan

my friend borrowed me 49000 rupees in 2016 and in not returning till date. the amount given was by atm transfer and hence I have a bank receipt as a proof. can I give application to police for recovery of my amount or I have to go for civil suit for recovery? or both options can be used. pls guide.
