Is it necessary that judge may read the provisions in the civil suit?

Dear Sir / Madam,
It is mandatory for the Judge to instruct the Court clerk / writer to read the relevant provisions of law as cited by the respective counsel in the plaint for the information of the opponents and all those present in the Court for the hearing.
