legal heir decree issued by the judicial magisterate court can be revoked or challenged? please clarify

Dear Sir / Madam,
A legal heir decree termed "Succession Certificate" issued by the District Magistrate Court, is generally not challenged, since the chances of the case sustaining in the High Court are too slim and poor.
