is it mandatory for District Registrar to re-validate unregistered Land Sale Deed after 17 Years ! How an Unregistered Land Sale Deed Document be registered without vendors appearing before Registrar! what are the legal complications, if any !

Dear Sir / Madam,
If there is a change in the ownership of the land, the vendors are required to sign the transfer of title in the presence of the Registrar at the time of registration.
