What is the meaning of the rulling before a judgement

Dear Sir / Madam,
Ruling is the pronouncement made by the Judge hearing the case which are recorded by the writer and appear in the main body of the case law.
Judgement is the actual decree issued by the Court to the plaintiff and the respondent.
