Can neighbour stop reconstructing our house if they have problem with the sound coming from breaking the sound of tiles

1) The Central Pollution Control Board constituted a Committee on Noise Pollution Control.The Committee recommended noise standards.
For Code C Residential areas-Day Time 55 -Night Time 45 Limits in dB(A)
2) During construction, each neighbor faces the same problem. It is a short term problem.
During day time u may finish off.
3) If perennial, then Police or concerned authority may take cognizance.
