Legal Question in Civil Rights Law in India

A party made an agreement with my father to buy the land with in the 9 months from the date of agreement and he had given some minimum token amount.The deed is done on a stamp pamper and is unregistered.He added the tag of taking the property in possession in the agreement.WithIn the 9 months he havent reverted back to buy and after 3 and half years as the rates went up he is putting presure on us to sell the land on old rate.He is sending caveate petition to us .Please tell us how to get rid off him and sell land to others legitamately?

he has no right to buy the property now. serve him with the legal notice if need be otherwise sell the land to the best buyer.
