what is preliminary order in india?
according to a the will if 6 members have to form a trust and work and if two are not involved can the remaining four form it on their own? Is it necessary to inform them?

YES, there is no specified minimum number of trustees to form a trust in India. YES, any activities of the trust must be carried out with the information and knowledge of all the trustees.
