Dear Sir / Madam,
If you have purchased the agricultural land from "A", it is important that your name appears as the title owner of the agricultural land in all the documents. You should ask "A" how and why did he sell the agricultural land to you, if at all it was Willed by "A" father to "A"s son "B". You should tell "A" that the Will is meaningless unless it has been probated by the Court and ask "A" to obtain and give you an Undertaking on a Stamp Paper of Rs. 100/- signed by "B" if "B" is not a minor that "B" has surrendered all his rights of title and ownership in the agricultural land to you. The VRO is nobody to decide on the issue regarding who is the title owner of the land. The VRO's responsibility is only to verify, record and register the transfer of title in the Land Register from one owner to another.
Regards,
