Dear Sir / Madam,
You should ascertain the reason why your new employer is not allowing you to join their organization. You should tell them that you have already left your previous job and if they do not take you, then you will be left jobless.

As per your this reply, I all ready told them I am jobless, but not yet received any positive answer, can I take any legal step?

Legal action is meaningless. You should instead look for another job and secure it immediately.
