Legal Question in Civil Rights Law in Pakistan

I'm a serving federal govt employee and I had been living in a govt housing complex since 1998. The apartment was allotted to me and I had been paying the rent since 1998. On 29th november, 2018 at 2pm I left my apartment and when I returned around 6pm, my apartment was broken into and a lock and been placed on the front door. Upon calling the police I came to know that a magistrate had been called on the orders of Pak PWD for forceful eviction. I had only received one notice of eviction prior to this incident and I had written to the ministry of Housing that the amount of rent pending is being paid and will be paid in installments. In my absence the PWD workers and the magistrate ransacked the apartment and took cash and jeweley and did not mention it in the list that they made in my absence. My question now is that what are my rights according to law and is it illegal for them to break in the apartment without my presence and steal my belongings?
