Sir my friend grand father who lived in sidhart nagar khar mumbai had a valid photo pass and all document like ration card and other this photo pass also have his one uncle[grand father son] and two relative name on it the photo pass is of 1974 and grand father have 5 son involving uncle but after the death of grand father uncle prepared photo pass on his name in 1997 secretly and as all are living in same room physical position is with all brother uncle is trying to sell property alone he have deleted name of all brother in ration card by bogus signature of noc in ration office pl give me suggestion and are all brother a legal hire or not pl note uncle is govt servant in u p who have done fraud and all other live in mumbai and are cab driver from last 20 year with all document on same adress pl suggest me what to advice him

if the names have been deleted report the matter to the authorities. Get the correct name registered in the photopass. If he is trying to sell the property you can approach the court and take a stay.

I doubt whether a photo pass is a document substantiating ownership title of the room.
