Legal Question in Civil Rights Law in India

sir,

i m 32 year old widow women.last sunday my family has given a matrimonial advertisement in a local newpaper.where we have mentioned our email id and phone number.someone has taken our phone number from this advt and start appraching us for matrimonial purpose. The person has told us about himself that his name is x.and he is an ias from 1998.his elder brother is bollywood director and producer.and he start taking to continuously with me.after talking two days he start abusive and volgour language with me.and he start threating me that he know all the sp and dcp of my city.so i check his name over internet but throughtout all the long list of all candidates his name was missing.i have disclosed all that facts to him but then he make reply that he is an ias officer from 98 and he can do anything to us .all details provided by him about his family was false.now this sunday we have checked the divocee coloum and we called some phone numbers and then we realise that he use to try all girl evry sunday and start abusing them.but as the other girl and family is not take any furthr action for them.but we want to go further and decided to take further action against him.so i need to know where shoud i complain.as he have our city's DC and as well SP name to impress me and to threat me.shoud i mention in complaint that he is using their name.and what action police or DC wil take against him.
