Legal Question in Civil Rights Law in India

We are studying in one of the IIT's. Students can avail maternity leave without deduction in their scholarship. Still we are forced to pay hostel and mess fees during this leave period which is significant in amount. We would like to know whether this is legeal or illegal? How students forced to pay mess and hostel fees when he not availing this facilities during leave period? Please help us.

Dear Madam,

Although it is incorrect to charge hostel and mess fees during vacation, the College is run based on the academic year from June to May of each and every year and the fees collected are for the academic year and not months. You may be going to your hometown during vacation, but the College is bound to reserve your hostel room for you. Just because you went on vacation for a month or two, the College cannot give out your hostel room to any other inmates.
