Dear Sir / Madam,
Since more than 15 years have already passed since your neighbour has encroached on your land, you will have to take local Police recourse to resolve the issue, before approaching the Court for a settlement thereon.

If you were aware of the encroachment since 1998 and your neighbour has been claiming his ownership over the encroached land, your remedy in law is barred by limitation as the encroachment has fructified into his full ownership.
