Legal Question in Civil Rights Law in India

We are currently in USA. We have apartment at Badlapur. Builder did not formed co-op society yet and demanded Rs. 500/ pm maintenance. We paid maintenance for the year 2013 via cheque. He refused to accept it and said pay by cash only and disconnected water supply to our apartment. He did not provide any reason for not accepting the cheque payment. When called him, he threatened us and told I shall cancel your agreement and will not pay anything. How he can cancel the agreement when we paid the amount in full on time and took the possession. What are our rights? what should we do? He is not picking up the call nor responding to our emails.

Please guide us.
