i will be able yo marry or not without permission of my parents, i am 21 years old and my partner is 26 years old, we both are indians but not of same caste

The marriage can be solemnized by both of you in the presence of witnesses from both sides. Since both of you are adults, no permission from parents is required.

I agree with Mr. Goel. Since you are not from the same caste, opt for a marriage under the special marriage act (also known as court marriage).

Further to what my learned counsel Sudarshan and Aileen have already mentioned, I would like to add that caste discrimination of any form or nature in India is illegal and a criminal offence.
