Legal Question in Technology Law in India

My friend has developed a website for a fashion company.The owner of the company hasn't given any work money except for his website.My friend hasn't provided any sort of bill to the company person.That person has taken his signature to take legal action against my friend if he will not payback the money .Is it possible?
The company person is threatening my friend to return the money that he (my friend) has taken for development Rs.2500/- or he will take legal action as he has signed in a handwritten paper by the company person.Can he take action though my friend is not wrong???
