Do I need to notify other sites I link to?
If I design a website and wish to provide links to other sites with the intention of recruiting them as paying customers once the site becomes successful, do I have to get permission? Am I obligated to keep the links if they don't want to pay?

Links are fine unless you are giving an impression of sponsorship or affiliation with your own site. "Deep" linking has been the subject of controversy but I believe is permissible as long as it does not constitute "data mining" against the wishes of the linked site.
FYI, it appears that you posted your query in July, but it was only sent for attorney comment today.
Best wishes,
