Does belonging to general category means rich? Can there be poor people in general categorized people?

In india there are defined categories that people born with fixed castes belongs to SC/BC/OBC, these people have special power to enter any school/college/job without effort. Rest people comes under General category. People belongs to General catogory now a days usually poor.
As per my view only 10% General category people are rich, so the difference is Surname of father. This is tregedy of India that everybody is equal still just because of VOTES, politics have make the partition of india in various castes and subcastes.
