Legal Question in Constitutional Law in India

If a department has offered compassionate job to the applicants even after 8 to 10 years later for submitting the application then such rule is applied to the other applicants if any other applicant has applied the job three to five years later and How does a person overcome the delay problem regarding the belated submission of job application?
