can a Private Limited Company file a writ petition u/a 226 before the High Court and u/a 32 before the Supreme Court

Yes. Any person can file Writ Petition u/a 226 of 32. There is no embargo or any qualification as to who could file such petition. A private limited company is a juristic entity and it has all the right as available to any individual person to file any proceedings before the court of law.
