under what rule it is mandatory to mention subcaste in school/college leaving certificate

The States Government and authorities have framed rules for providing benefits to reserve category candidates [Scheduled Castes / Scheduled Tribes / OBC, etc.]. Articles 15/16 of the Constitution of India entitles these categories preferential treatment by providing a 'reservation quota'.
However, it is not mandatory to disclose your subcaste. If you are not interested to avail any benefit of reservation, you may simply write: "general". All candidates covered under open or non-reserved category are to be considered against seats meant for "general" category.
