sir/madam
basically i am from uttarpradesh,my family shifted to new delhi 16 years before.i have done all my school study from delhi only. i belong to obc catagory as per the central govt.caste based reservation policy. i was denied the obc certificate to be made from new delhi as we have not completed 20 years in delhi. also we don,t have any ration card of my permanent resident in uttarpradesh so there is no chance of getting it from there.i can get it from my maternal home town that also in uttarpradesh, through some sources.but with the condition that i may not have any other document to proof that we are a permanent resident of that location , but the obc certificate only. I expect a genuine legal advice from you.As it may save a one year of my career. i require this certificate to get the admission into a reputed college in india as per my all india ranking in a entrance exam

before the concerned civil court at Delhi, You have to file a civil suit for declaration of your community. You have to prove through the oral evidence of your relatives and exhibiting the community certificates of your family memebers as documentary evidence. You have got a good chance of success.
