is construction agreement necessary to register even after the project got completion certificate?

As per the Real Estate & Development Act, 2016 - A Development Project is required to be registered, unless the Construction has already completed before coming into force of the Act, and Certificate of Completion is issued.
So once the project is completed no need for subsequent registration under teh Act
