Finance company sanctioned mortgage loan still not disbursed to me and taking pre emi amount from me is it okay

No, it is not ok and in utter violation of law. How could there be EMI before the disbursal of loan? Serve a pleader notice now calling upon it to disburse the loan and start the EMI afresh else consumer complaint shall follow.
