Can society charge some money for giving NOC for flat mortgage??

If it is in the Bye-Laws of the Society then Yes society can charge money. However, such money has to be reasonable and not tens of thousand. you can challenge such bye-laws in the Tribunal if you find any such charge is unreasonable.
