Legal Question in Credit and Debt Law in India

How can LIC Housing Finance Ltd file recovery proceedings under DRT Act when it is not notified as 'financial institution' under Section 2(h) of Recovery of Debts Due to Banks & Financial Institutions Act, 1993? Is there any case-law or more which supports the contention that the LIC Housing Finance Ltd or even LIC can file recovery provisions under DRT Act?
