Legal Question in Credit and Debt Law in India

I have some pending Credit card dues (2-3 cards) totaling not more than 60 thousand. Last used 8 years back, last correspondence about 7 years back. I did not pay because i did not have enough money but they did not contact me either. I have same bank account for the past 10 years, same PAN number. My question is -(1) is it possible that they declared me Absconding. (2) I have recently made my passport successfully and now required Police Clearance Certificate for Visa, Will there be a problem due to this.

Dear Sir / Madam,

(1). YES, If the bank has issued follow-up reminder letters, notices and summons to your address which have not been acknowledged nor replied, the bank may declare you "absconding";

(2). You should check and confirm whether your name appears as a defaulter on CIBIL records, which could get you into trouble.
