7months ago my friend was arrested by police U/S crpc151 due to general argument at public place.and appear before magistrate.Magistrate released my friend.Is my friend is eligible for appear in govt job exams i.e. UPSC.

Yes, there is no bar for appearing in UPSC exam or for any other govt job / interview.
