Legal Question in Criminal Law in South Africa
How does can it be determined that a rule amendment or formulation may or may not be an impingement on substantive law (in the context of Procedural law + Substantive law),Rules cannot confer rights that substantive law does not, but rules can regulate the procedure to enforce a right conferred by substantive law-(authority on this is welcome) Thank you

You will have to be a lot more specific in your question. There are all types of Rules, Regulations, Policies, Procedures, Conventions and Laws in force in relation to various aspects of social and commercial intercourse and behaviour.
