Is MoU legally binding?

Depends how you draft and what kind of clauses and conditions have been incorporated in it. In case anyone of the party flouts the conditions of the MOU the other may initiate legal proceeding against him for compliance of the same. Even in case of a litigation the intention of the parties has to be seen. Hence in my opinion a MOU is legally binding and all parties to it have to abide by it
