Am I obligated to pay an on the spot fine if it's not given out at the time/day of the alleged indiscretion? Can they send the fine out in the mail or place it in a letter box??

The short answer is yes, even 'on the spot' fines can be sent out after the day of the alleged event. However, you can always elect to have the matter determined by a court rather than accepting the fine.
