when a person who has been declared proclaimed offender by the court surrenders and his bail application is dismissed by both trial court and session court and he is in custody since 7 mths.can he file second bail application before trial court,the offence is u/s452 323

Yes, the second bail application may be moved. Being inside for 7 months is the change in circumstances with reference to first bail order. Ofcourse, other grounds will depend upon the facts of the case.

yes, a successive bail application can be filed and even the order of sessions court can be challenged in high court.
