Legal Question in Criminal Law in Pakistan
Question
Can a junior civil servant file istaghasa anti corruption aginst senior officials who issued fake transfer orders and did forgery in official documents about that junior civil servant and these crimes have been proved in departmental inquiries?

If this fact has been proved in the departmental inquiries then what is the result, is there any penalty against that officer, if yes, then no need for istighasa because double jeopardy for the same crime is not allowed. But if he has not been given any punishment then a junior can file the complaint.
