My rfiends wife filled domestic violence case against him and mother after effect of filling divorce by him they reside in different states my friends mother medically unfit can he send medical certificate along with exemption application by registered post as he needs to stay with his mother for care

Yes, he can do so but in order to avoid complications it is advised to submit the application personally in court.
