Legal Question in Criminal Law in India

Sir i have a one question regarding case against bses yamuna power company which my matter is below:
sir my problem is i have one meter on my name which was installed in 2005 by bses yamuna and till date to present i was payed all my bills on time and honest consumer but last month some bses employee come to my premises & said your meter is in defective stage so we would like to change your meter and they changed my meter accordingly after changed my meter they send my meter to their lab and the report from their lab found my meter is in defective stage and they impose a heavy penalty to me or threaten to file a case against my name,
sir i would like to inform you to that i am a honest consumer who pays my bill on time even i didnt temper my meter previously so how they said me defaulter or the lab report of their company is admissable,
sir can i file a writ petition to delhi high court immedataly with direction of stay on their order please help me i am very upset
sir can i also file a case of defamation or mental harrasement on them as i am very upset with this kind of behaviour by the company with honest consumer.
