Sir,
It surely is. The right of daughter-in-law is same as any other woman against any other man. she can file a criminal complaint against her father-in-law. Sooner the better. Father surely would be arrested and would be subject to a trial. Bail or anticipatory bail, certainly, under the given facts, can be opposed. He will have no escape from the law for the shameful act he has committed.
