Dear Client,
As per the prevailng law the owners name that is appearing on the RC on the date of accident is the owner of the vehicle, the owner is liable to compensate the third party injured if there is no insurance as on date of accident or against the terms and conditions of policy. The agreement duly signed by transferee and witnesses is not going to help you in any way. Instead as a last resort you may contact some staffs of the RTO office and request their help in locating the RC that was submitted for effecting transfer, even a receipt issued by RTO on receipt of RC or its copy or extract can save you. If you need any clarification you may contact me anytime on 09387714156.
