how do u file a complaint against a person with indian passport comes to india and causes a criminal offence crime Fir registered and gets bail in court and then flees to uk then gets a citizenship .

Thats a lapse of the government. Complain to the Ministry of External Affairs to extradite that accused person. You may also drop a detailed query at [email protected]

once he has obtained citizenship in U.K ,he can only be arrested once he comes down to india or is extradited by MEA
A complaint may be filed by approaching the authority / court before whom it is to be filed.
