In order for police to register FIR, the police only needs a complaint containing allegations. If the complaint has allegation of 498a, the police would register the case under 498a otherwise not. Domestic Violence Act is a seperate tool available to a woman when woman is victim of domestic violence be it may by husband, father, brother, friend, lover or any other male person with whom that woman has lived for more than six months in a shared household.
