Legal Question in Criminal Law in Turkey

I am writing to you regarding stalking problem which affects my friend who is Thai citizen and ask for information what should she do in this situation.

About 3 years ago she met turkish citizen in internet. She can say she had affair with him but just in internet. She wanted to break up with him year ago because of his behaviour but he started threaten her that if she leaves him he will let know her friends, workmates and family and makes disaster from her life. Unfortunately she gave him during this 3 years all her details, phone numbers, home and workplace address. In November last year she broke up finaly and since that time he was calling her 20 times or more a day not only her mobile but also her home number. She is married with 2 kids. He was sending her SMS and mails in some of them swearing on her in other telling her he loves her. She was replying very short thinking that if she wont show any interest he will leave her alone. In February her husband found out about her affair, spoke with turkish man and he promissed to stop any contacts with her but he didnt. Since beginning of April she stoped answering his calls and replying any his messages thinking that if she stops all contacts with him he will give up. He didnt give up and last days he started threaten her again that he will destroy her and make disaster from her life. He ever told her that when his girlfriend broke up with him he put her pictures on sexdating website. She is really scared because has got very high position in her company but ashamed to tell about his harassement anyone and ask for help.

I am writing to you to find information what should she do if this man starts attacking. She knows his details and home address. Who should she report it? Can she report it to Turkish embassy in Bangkok? Whats the procedure in cases like that? Who should she ask what to do?

Firstly she should apply to Bankog police and ask for determination of the I.P. of the person for internet based crimes, Also she will ask to get the list of SMS textes which includes, treat, blakmail or defemation in written from Bankog police or prosecutor. (should be official, prosecutors receives it from operator, or they they hold a written statement by checking the phone who receives such messages)

The police should determine, the I.P. is from Turkey, than She should report it trough Turkish Embassy in Bankog, at the same time she can give a POA to a Turkish Lawyer who could start a criminal complaint against this person.
