if a school is not registered with m. p. state govt, can they issue school leaving certificate for class 1 student who has taken admission in other state

Dear Sir / Madam,
Registration of private unaided primary schools till the 04th standard with the concerned State Education Board all over India, is voluntary and optional. YES. The School Principal is authorized to issue the School Leaving Certificate for a Class I student who has taken admission in another State.
