im studying b tech i want to apply for transfer certificae,management asked me to pay rest of my fee,im a scholar ship holder and,im studying in government university,but in a self financed cource...please give me suggestions

Dear Sir / Madam,
Since you are on scholarship in your present college, you are not paying them any fees towards your educational B.Tech degree. You should request the Principal of your college to give you a transfer letter stating your time duration (number of terms that you have actually attended college of the total six terms) in the college to pursue your degree.
