My boyfriend's wife is mentally sick she is not leaving him and not giving divorce and she is just ready to give an affidavit or noc to the court that he can get married to someone else

You have no business to continue relations with a married man. In case your boyfriend wants to live with you, let him file a divorce and then the law will take its course.
