Legal Question in Family Law in India

My cousin got married 2 months back and to our shock we realised that the girl is not mentally stable. The marriage was solemnized at ALwaye, Kerala.. Boy is at Trissur, Kerala. My question are

1. Can we annul the marriage stating that the girl ismmentally unstable?

2. Can we file for annulment of marriage at Ernakulam, Kerala? Or is there any mandate that the case can be filed only at the place of marriage - ie Alwaye?

1) mentally not stable is not a ground which is curable.

2) The place of marriage or where they lived together last or the girls place.
