Legal Question in Family Law in India

My daughter lodged a complaint with two police stations in Bangalore on dowry harassment, demand for money, physical and mental torture to her and her husband by her father in law and the step mother of her husband. The step mother is the villain of the case. the father in law got married second time within three months of death of his first wife with the boy at the age of 21 years.
Though one police station called the parties and obtained an undertaking that they will not trouble the newly weds, no FIR was filed. The other police station in the command area has not bothered except giving an acknowlegement. An email sent to Commissioner of Police Office, Bangalore and forwarded to the DCP is also yet to see the action. Now, the father in law and step mother are talking that they have bribed the inspector of the jurisdiction station and they cannot be touched. What to do to get FIR filed?
